Minister Killeen Launches website for the Employment Appeals Tribunal

Minister for Labour Affairs, Tony Killeen T.D. today (Monday, 3rd April 2006) launched the Employment Appeals Tribunal new website www.eatribunal.ie in Ennis, Co. Clare. The launch of the new website took place at the Tribunal’s first ever Annual General Meeting to be held outside Dublin.

Speaking at the launch Minister Killeen said: “As Minister with responsibility for Labour Affairs, I am very conscious of the need to improve information to all clients who avail of the State’s employment rights institutions. This new website will provide a step-by-step guide to the Tribunal’s client base, both claimants and companies, their representatives, practitioners in employment law, the legal profession as well as for the general public. I am especially pleased to have been asked to launch the Tribunal’s website here in Ennis, the digital centre of Ireland. I hope and expect that it will become an important source of employment rights’ information for everyone involved in this area for very many years to come”.

Minister Killeen thanked the Chairman, Members and Tribunal secretariat for their continued commitment in dealing with employment rights issues. He said: “Ireland is facing into a time of great challenge and change, particularly in the area of employment rights. I am extremely grateful to the Members of the Tribunal for their continued commitment and invaluable expertise in the resolution of employment rights’ issues”.

Ms. Kate T. O’Mahony, Chairman of the Employment Appeals Tribunal, said, “this is a great day for the Tribunal as the ‘EAT Goes Live’ and launches its official website. This is just the first step toward providing an online service for the lodgement of claims and appeals. On behalf of the Tribunal I would like, therefore, to congratulate and thank Arekibo Communications for their commitment, dedication and professional approach in bringing this important first stage of the project to a successful conclusion”.

The Chairman continued, “today’s meeting in Ennis also reflects the fact that the membership of the Tribunal is based throughout the country and that we act on divisions nationwide. It also signifies the importance that we, as a Tribunal, place on maintaining open dialogue with you, Minister, in your capacity as Minister for Labour Affairs. I would like to express our appreciation for this opportunity to meet you and to discuss issues of mutual interest”.

The Tribunal is an independent body bound to act judicially and was set up to provide a speedy, fair, inexpensive and informal means for individuals to seek remedies for alleged infringements of their statutory rights.

The Tribunal deals with disputes under:

  • Minimum Notice and Terms of Employment Acts, 1973 to 2001;
  • Unfair Dismissals Acts, 1977 to 2001;
  • Redundancy Payments Acts, 1967 to 2003
  • Maternity Protection Act, 1994;
  • Protection of Employees (Employers' Insolvency) Acts, 1984 to 2001;
  • Payment of Wages Act, 1991;
  • Terms of Employment (Information) Act, 1994 and 2001;
  • Adoptive Leave Act, 1995;
  • Protection of Young Persons (Employment) Act, 1996;
  • Organisation of Working Time Act, 1997;
  • Parental Leave Act, 1998;
  • Protections for Persons Reporting Child Abuse Act, 1998.
  • European Communities (Protection of Employment) Regulations, 2000;
  • European Communities (Protection of Employees’ Rights on Transfer of Undertakings) Regulations, 2003;
  • Carer's Leave Act, 2001;
  • Competition Act, 2002.

The Tribunal consists of a Chairman and 31 Vice-Chairmen and a panel of 72 other members, thirty-six nominated by the Irish Congress of Trade Unions and thirty-six by organisations representative of employers. The Tribunal acts in Divisions, each consisting of either the Chairman or a Vice-Chairman and two other members, one drawn from the employer's side of the panel and one from the trade union side. A Vice-Chairman of the Tribunal, when acting as Chairman (at the request of the Minister or the Chairman) has all the powers of the Chairman. More than one Division may sit on the same day. Claims and appeals are heard in public unless the Tribunal, at its discretion, decides that the hearing be private.
