Report of Interdepartmental Group on Donegal launched by Minister Micheal Martin, TD.

The Minister for Enterprise Trade and Employment, Micheál Martin, TD, today (Thursday 27th July 2006) published the Report of the Interdepartmental Group on Donegal. The Minister established this Group at the request of the Government last September following a number of major job losses in the county. Minister Martin asked the Interdepartmental Group to focus on the progress being made on infrastructural requirements to make Donegal a more attractive location for enterprise creation, particularly as it makes the transition from traditional to more modern and higher value-added industries.
Commenting on the publication of the Group’s Report, Minister Martin said, “I firmly believe that bringing this group together succeeded, not only in its primary objective, to identify barriers and provide solutions to the development of enterprise in Donegal but it also jump started a number of important initiatives that may not otherwise have got underway in the normal course”.
“Co Donegal has no shortage of advantages and opportunities in so far as the promise of a brighter future for its inhabitants is concerned. There is a dynamic combination of State Development Agencies active in Co Donegal who are committed to enhancing the attractiveness of the county for business. These agencies have demonstrated the ability to provide a clear vision and focus for the future economic development of the county. Many of its challenges are capable of being transformed into opportunities provided that the appropriate remedial measures can be put in place.
In considering the overall objective to improve the environment for job creation, the Inter Departmental Group has identified some key region specific challenges facing the county.
Donegal has a substantial labour force available to prospective employers wishing to set up or expand their operations in the county. However, there is a need to convince the young population and the unemployed of the county of the importance of education and training. They must take maximum advantage of the many educational and up-skilling opportunities available to them through the Education and FAS systems as well as the support mechanisms provided through the Department of Social and Family Affairs. Significant investment has been, and continues to be, made in educational, training and retraining institutions and facilities, up to and including third level, available within the county and in adjoining counties.
Since I asked this Group to come together, significant progress has been made across a range of areas including:
- the roll-out of broadband, including the provision of ¤7.56m for cross border telecommunications improvements. Several projects are currently being supported in the Donegal/Derry area.
- the refurbishment of the Medium Voltage electricity network, comprising a total of 4,400 km, is expected to be completed later this year. The development of High Voltage networks, which is one of the most critical issues for Donegal, is progressing well and the ESB is working closely with the local authorities to provide reinforcement of the main networks.
- Major investment has been continuing in the road network in Donegal with the completion of the N56 Mountcharles bypass, the N15 Donegal bypass, the N15 Clar/Barnesmore, the N12 Bridgend/Northern Ireland Border and the construction of the N15 Bundoran/Ballyshannon Bypass, which was opened on 27 April this year. The completion of major national routes such as the M1, N2 and N3 will ensure a much-improved level of access and service for Donegal-Dublin traffic.
- The current Water Services Investment Programme 2005-2007 envisages an investment of over ¤335m for water and sewage schemes in Donegal, including the provision of ¤41m for the Lough Mourne/Letterkenny water supply service.
- Significant progress has been made securing new jobs, investments from PacifiCare, Pramerica and Seatem among others, has led to approximately 1,200 new jobs in the County over last 5 years. In addition, new investments, which have been secured more recently include SITA INC, Zeus Industrial Products Inc. and Abbott Diabetes, Assetco, and Powerbar.
Commenting further Minister Martin said, “In parallel to this, I had asked the State Development Agencies under the auspices of my Department to redouble their efforts in supporting job creation in Donegal. I am particularly pleased to see that there have been a number of major job announcements recently such as that will create at a minimum of 500 jobs. This is a clear indication that Donegal can and is attracting new enterprises. I have also been working closely with my colleagues in Government on furthering the infrastructural development agenda. In that context the IDG Report reflects the enormous strides that have been made on infrastructure either through project completions or major commitments to do so.
The Report places a renewed emphasis on cross border co-operation in the context of the British and Irish Inter Governmental Council with the development of the North-West Gateway Initiative announced by the Minister for Foreign Affairs, Dermot Ahern and Secretary of State Hain on 2nd May in Dublin. This initiative focuses on various elements of Government Policy and Planning on a cross border basis, which is certain to be of benefit to Donegal in releasing the full potential of the border regions. There is now a unique opportunity available from the progress in the overall Peace Process and, in particular, the agreement at senior political level to work together to address the problems of the region on a North/South basis. While acknowledging that the cross-border development opportunities are being addressed in the context of wider cross-border collaboration efforts, the Group suggests that priority should be given to:-
- Key Road Projects
- Development and Access to Derry City Airport
- Broadband links between Donegal and Derry
- Improved Energy Infrastructure
- Joint Tourism Initiatives
- Joint EU Funding possibilities and
- Joint Spatial Planning
Concluding Minister Martin said, “In many ways the report marks the work in progress to making Co Donegal an attractive place to bring business and to making the transition from the old world to the information age economy”.

Donegal Broadband Metropolitan Area Networks Programme
- The Metropolitan Area Network (MANs), will enable telecommunications companies to provide cheap ‘always-on’ high speed broadband access to the internet, a vital tool for industry and business and invaluable for educational institutes, health and research bodies and private consumers.
- The Department of Communications, in conjunction with Donegal County Council is currently developing broadband projects for the following towns in Donegal:

These Metropolitan Area Networks (MANs) will allow the private sector to offer world-class broadband services at competitive costs.
Through the EU INTERREG programme ¤7.56m has been allocated for projects that directly improve cross border telecommunications infrastructure. Several projects are currently being supported in the Donegal/Derry border area:
(i) Community Network Services: Broadband project in Donegal area to bring broadband to a significant portion of rural Donegal.
(ii) NIRAN/HEANet: Derry/Letterkenny 500+ megabyte broadband project linking the higher education networks, North and South.
Group Broadband Scheme (GBS)
The Group Broadband Scheme offers small towns and rural communities of less than 1500 people the chance to come together with service providers and obtain broadband connectivity for their areas with funding assistance from the Government. Under the second phase of this scheme, the following projects were approved for Donegal:
- Ardara
- Donegal rural (Raphoe, Manorcunningham)
- Dunlewy, Annagary
- Newtowncunningham
- North Central Donegal
These projects represent a total capital investment by the Internet service providers of over ¤735,000 in Co. Donegal. Over ¤475,000 in grant aid was approved to implement these projects which will cover 36 communities with a combined population of 25,085.
Significant investment in electricity infrastructure in Donegal includes:-
- The Medium Voltage network (4,400km total) refurbishment is expected to be completed in 2006.
- Uprating of the existing Carrick-on-Shannon – Arigna – Cathleen’s Fall 110kV line is completed
- 25km of 38kV lines being reconstructed or built from
new
- Binbane-Killybegs-Glenties 38kV circuit via a new 38kV line to tie into Killybegs-Glenties
- Second 38kV supply to Rossgrier via a new 38kV line to Convoy
- Reinforcement of the 38kV networks around Letterkenny, to cater for the load increase in the town
- Three 38kV substations being uprated, rebuilt or added
- A second 31.5MVA transformer added to Binbane to improve reliability
- More than 50% of the Medium Voltage networks will be operated at 20kV, increasing their capacity and durability. The remainder of these networks will be refurbished to provide better reliability while continuing to operate at 10kV.
High Voltage Electricity Network
Development of High Voltage networks is the most critical issue for the Donegal region. The ESB is working closely with the Local Authorities in Donegal to provide reinforcement of the main High Voltage networks in the county.
The new plans being drawn up are quite different to the plan rejected by An Bord Pleanála in 2001. The route options for the new lines were advertised publicly in Donegal for comment. A decision on the preferred option was published in December 2005 but it is estimated that construction will not be completed before 2009.
Education
Recent Third Level developments include:
- Approval of funding for the capital development of the campus at Killybegs Tourism College.
- Approval by Enterprise Ireland of over ¤6 million to support incubation and research centres in the North West Colleges, this includes ¤750,000 to develop a Centre of Excellence in Marine Biotechnology at LYIT
- Approval of funding for Research space at Letterkenny Institute of Technology.
- The Tourism College, Killybegs is now a constituent college of LYIT, following the passing of the Institutes of Technology Bill
- ¤200,000 will be provided to 2007 to assist the ongoing programme of entrepreneurship within the second level schools in Donegal
- ¤120,000 has been provided to LYIT for the development of a manufacturing platform for the Post Graduate Diploma in Arts and Financial Services Technologies
- The Government has accepted the space constraint at LYIT needs to be addressed in the long- term interest of third level education in the area. The Government will proactively examine any solutions that the Institute may propose in this regard
National Roads
Investment in national roads in Co. Donegal in 2000 - 2005 was ¤151.03m. The allocation for 2006 is ¤40.00m. Major investment in roads in Co. Donegal include the completion of the N56 Mountcharles bypass, N15 Donegal Bypass, N15 Clar/Barnesmore, N13 Bridgend/Northern Ireland Border and the construction of the N15 Bundoran/Ballyshannon Bypass which was opened on 27 April this year.
Projects in planning include
- N14/N13 Junction (Manorcunningham) to Lifford/Strabane project consisting of 18km of 2+1 roadway.
- N15 Ballybofey/Stranorlar Bypass project involves the design and construction of approximately 15.5km of new national primary road to form a southern bypass of Ballybofey and Stranorlar. The project also provides for a new 1.2km long link road to be constructed to connect the new bypass to Ballybofey and the existing N15. The compulsory purchase order has now been completed.
- N14 Lifford/Stranorlar – Ballybofey project consists of 18km of standard two-lane roadway.
- N56 Mountaintop (Letterkenny to Illistrin) - Phase 1 (first 1.5km in the urban area) started in September 2005 with a construction time of 10 months.
- N56 Mountcharles to Killybegs (Five Points) project consists of 16.5km of reduced single carriageway.
- N13 Letterkenny to Bridgend - the NRA is continuing with the on going programme of online road improvement.
- Letterkenny Outer Relief Road – work is underway to identify preferred route
Projects completed/in construction/in planning on the M1, N2 N3 e.g. Dundalk, Ashbourne, Carrickmacross and Monaghan Bypasses, and Clonee to South of Virginia will ensure better access and a high level of service for Donegal – Dublin traffic.
Non National Roads
The 2006 Non-National Road Grant allocation to Donegal County Council is ¤38,995,256, which represents an increase of 31% on the 2005 grant payment.
Strategic Gaeltacht Roads
The Department of Community, Rural and Gaeltacht Affairs has allocated ¤2.5m for Strategic Gaeltacht Roads in the Donegal Gaeltacht for 2005-06.
Airport
The two Government have announced that ¤15 million will be provided to the City of Derry Airport for the long-term development of the Airport
Water Services Investment Programme
The Government is committed to strengthening economic infrastructure to facilitate economic development, protect our natural resources and comply with relevant EU Directives
The current Water Services Investment Programme 2005-2007 envisages over ¤335m being invested in public water and sewerage schemes in Donegal. This includes some ¤41m for the Lough Mourne/Letterkenny water supply service to start in 2006 and is particularly important to meet business needs going forward.

Decentralisation
The three areas in Donegal included in the Government’s Decentralisation Plan are Buncrana, Donegal Town and Gaoth Dobhair
Fishing and Marine Tourism
Following a ¤50m investment, the new Killybegs Harbour Centre development provides one of the finest deep-water ports in Europe. The port is designed to cater for vessels up to 300 metres in length. It is now a world-class landing location with top-class facilities that have the clear capability to attract additional fish landings. Experienced service providers are located locally and offer the complete package of agency, stevedoring and ancillary services. The land bank created in the development of the port is available for port related activities and is being offered for development purposes. Killybegs has recently attracted several new cargoes as well as international cruise vessels. Following recent agreement at EU level between the relevant Coastal States on the sharing of the blue whiting stock, there are also plans for new fish meal facilities in Killybegs which would facilitate landings by both Irish and foreign fleets.
North/South policies
In November 2005, the Minister for Foreign Affairs, Dermot Ahern, TD and Secretary of State Peter Hain made a commitment to work together on the development of the North West. Arising from this, the North-West Gateway Initiative was approved by the Minister for Foreign Affairs and Secretary of State Hain at the last British-Irish Intergovernmental Conference (BIIGC) on 2 May in Dublin.
This initiative focuses on various elements of Government Policy and Policy Planning on a cross-border basis, including:
- a non-statutory integrated spatial planning and development framework focusing on the Derry-Letterkenny gateway and the four local council areas of Derry, Strabane, Limavady and Donegal.
- an examination of the potential for joint investment in key infrastructure projects, in particular, roads, telecommunications and energy.
- joint analysis and actions by agencies in areas such as trade and investment promotion, tourism, skills/training, further and higher education, innovation and business development.
- better co-ordination of public services, notably in health, education and information services.
- In drawing up programmes under the new round of EU structural funds the two Governments made a commitment to give due consideration to the particular needs of the North West.
The BIIGC will consider a further report on progress within the next six months.
Greencastle
The Government has agreed in principle to the development of Greencastle Harbour. Final discussion are taking place between a number of Government Departments in relation to this matter and further details will be made shortly.
