MINISTER KELLEHER ANNOUNCES APPOINTMENT OF NERA ADVISORY BOARD
Mr Billy Kelleher TD, Minister for Labour Affairs, today (Monday 14th April 2008) announced the appointment of the members of an Advisory Board for the National Employment Rights Authority (NERA).
The establishment of NERA and the appointment of a new Advisory Board represent delivery of key commitments under “Towards 2016, The Ten Year Framework Social Partnership Agreement”. These measures follow the recent publication of a major piece of legislation by the Department of Enterprise, Trade and Employment to underpin employment rights - the “Employment Rights Compliance Bill, 2008”.
Minister Kelleher said“I am delighted that NERA will now have the benefit of an Advisory Board to support its work in ensuring that rights in the workplace, particularly those of vulnerable employees, are fully vindicated and enforced. For the majority of responsible employers, it is equally important to ensure that workplaces across the economy are operating on a level playing field and that nobody gains unfair advantage by short-changing employees on their rights and entitlements. I am particularly pleased that Mr John Dennehy, with his great experience of both public service and industry, has agreed to be the Chairperson”.
The members of the new Advisory Board are:

- Ms Stella Skowronska, language course coordinator and teacher
- Mr John Walsh, former Asst. Secretary, Dept of Enterprise, Trade & Employment
Persons nominated by organisations representative of employers:
- Ms Mary Cryan, HR Director, Brown Thomas Group
- Mr John Flanagan, Head of Branches and IT, Educational Building Society
- Mr Eddie Keenan, Director IR, Employment and Manpower Services, Construction Industry Federation
The Minister will also make one further nomination to the board in coming weeks.
Background information:
The Advisory Board is being established on an interim basis in advance of the proposed enactment of the Employment Law Compliance Bill, 2008 later in the year, following which, the Advisory Board will be placed on a statutory footing.
Sections 19 to 22 of the Bill (available at www.djei.ie/employment/compliance/) set out the main functions of the Board, which are of a general advisory nature, including advising NERA on:
- issues relating to compliance with, and enforcement of, employment legislation including the provision of information
- aspects of NERA’s work programme and strategy statement
- delivery of a high standard of customer service
- proposals for research, surveys and studies
The Bill also makes clear that the Board will have no function in relation to individual cases with which NERA is involved.
