Dublin Company Wins Major Teleco Contract on Russia Trade Mission
Minister Kelleher Leads Enterprise Ireland Trade Mission to Russia
The Minister for Trade and Commerce Mr. Billy Kelleher T.D. today (21st May 2009) announced that Dublin company i-conX Solutions has secured a significant contract with major GSM mobile telecoms operator, Tele2 Russia.
The announcement was made during the Enterprise Ireland trade mission to Russia which is taking place this week. i-conX, a client company of Enterprise Ireland, provides expert billing services specialising in managing wholesale transactions between carriers – a complicated settlement process referred to as interconnect accounting.
The deal – details of which are still to be confirmed - follows a spate of successful contracts for i-conX worth a combined ¤2.3m. During another Enterprise Ireland trade mission to the UAE in November 2008, i-conX secured a ¤1.3m with Palestinian teleco Paltel and Iraqi operator Newroz. The technology company has also just announced an open-ended contract with Belgium’s BASE Telecom, anticipated to generate ¤1m over the next three years.
Making the Tele2 announcement Minister Kelleher said:
“i-conX is the world’s fastest growing interconnect vendor, securing 14 new contracts since 2006. This contract, represents another significant milestone for the specialist technology company as Tele2 Russia has more than 10.5 million subscribers. Tele2 is also the largest single-country operation within the Swedish-owned Tele2 operator group, which serves a total of 24m customers across 11 European countries.”

Interconnect Billing - Technical background
Interconnect billing is a form of settlement between telcos. As well as the charges for which the consumer is billed, every call produces a parallel charge between the connecting network operators.
i-conX’s solutions ensure that interconnect reconciliation between telco operators is managed as accurately as possible to significantly reduce risk margins and protect against lost revenue.
The i-conX system alerts customers to any errors and substantial gaps in service, tracks missing data and identifies network issues to protect against under-billing and, likewise, the threat of being under or over-charged. In addition, the company also offers least cost routing functionality which enables telcos to identify the most cost effective route for interconnect call traffic.
