OST has a series of schemes which are managed on its behalf by Enterprise Ireland, Forfás and Science Foundation Ireland. In most cases individual grant decisions under these schemes are taken not by OST, but by committees established for this purpose which represent researchers, industry and the agencies. In a legal sense these committees are sub-committees of the Enterprise Ireland or Forfás Boards, and are governed by the relevant legislation and their Memos and Articles of Association.

The OST does not process applications. OST is largely concerned with policy issues and as such does not directly interact with individual researchers or companies. In this respect its main clientele is agencies, other Government Departments, third level institutes and international bodies, including the EU Commission. For example, while OST is involved in policy negotiations on the shape, structure, content of the EU Framework Programmes, applications for assistance from Irish companies and Irish researchers are sent to Brussels and are not decided by OST. This also applies to Irish companies seeking contracts or support from bodies such as ESA, EMBO, EMBL etc.
