Foreword

This strategy document, "Trading for Economic and Social Development" is timely. After extensive consultations with all primary interests involved, I am pleased to now publish it.

The Government last advanced a national statement on trade policy in 1998. A great deal has changed since then. We have substantially increased our overall levels of trade, we have seen many more Irish emigrants return, as well as the arrival of many foreign workers and our per capita income levels now exceed the European Union average for the first time ever.

Trade in goods and services is inextricably intertwined with Irish economic development. As a small,open economy it cannot be otherwise if we are to achieve our economic and social potential. This document brings that fact into sharp focus, and reiterates that, even in the best of times, we cannot be complacent in our approach to trade development or the continuing need for aggressive and sustained export promotion. The political and policy challenges of how we can best provide for an open and fair global trading system while also assisting Irish companies to achieve competitive advantage and success in international markets are ones which all have an important role in addressing.

Accordingly, it is satisfying that this document also recognises our wider responsibilities in the global trading system. It reflects our commitment to take due account of the needs of developing countries within that system; that is an integral part of our approach to trade policy.

The Government has always been committed to developing Irish trade policy in consultation and cooperation with interested groups in Ireland. It will continue to provide effective means for communication with all relevant stakeholders, so as to reflect the full range of concerns in national policy development and adaptation.

I would like to see this publication give rise to a refreshed and informed debate on our country's trading role, prospects and responsibilities in a world where inter-linkages and inter-dependence have never been more pronounced. For my part, as the Minister with responsibility for Trade and Industry, I will actively participate and introduce change as necessary to ensure that while focusing on catering for the needs of our business sector we also contribute to solving problems of poverty and under-development in far less advantaged parts of the world.
